Key takeaways
1. Bank Indonesia's Board of Governors held the BI-Rate at 5.75% and the Lending Facility rate at 6.50% on 21 October, and raised the Deposit Facility rate to 5.00% (Bank Indonesia).
2. BI paired the decision with stronger incentives for Domestic Non-Deliverable Forward (DNDF) hedging transactions with BI, aimed at attracting foreign capital inflows and stabilising the rupiah (Bank Indonesia).
3. Before the meeting, a Bloomberg survey of 34 economists had a median of no change, while 12 expected an increase to 6.00% (Bloomberg Technoz), so the headline hold matched the median but not a sizeable minority.
The decision
Bank Indonesia's (BI) Board of Governors met on 20 and 21 October and announced its decision on Wednesday 21 October (press release No. 28/233/DKom). The BI-Rate stayed at 5.75%, where it has been since 18 June, after increases from 4.75% on 20 May, 9 June and 18 June; the 9 June move came between scheduled meetings (Bank Indonesia).
BI said the policy stance remains consistent with stabilising the rupiah amid strong external pressure and with keeping inflation within its 2.5±1% target in 2026 and 2027. It said it would continue to optimise its monetary instruments and take adjustment steps where needed, while macroprudential policy stays loose to support credit to the real sector (Bank Indonesia).
Before the meeting, Governor Destry Damayanti said BI intervenes in spot, DNDF and offshore non-deliverable forward (NDF) markets, and that hedging-cost incentives offered since late June had attracted inflows of about $8 billion to $9 billion (Kompas).
Market transmission
Raising the deposit facility while holding the BI-Rate narrows the corridor around the policy rate from below, lifting the floor that banks earn on surplus liquidity parked at BI without changing the headline rate. Combined with larger DNDF incentives, it shows BI leaning on targeted tools rather than a headline hike. MUFG had noted before the meeting that investors held hedges against further rupiah weakness.
What to monitor next
• Forward points and the gap between onshore DNDF and offshore NDF prices, which can show stress that spot hides.
• The US Fed decision on 27–28 October; Destry said rising US rate expectations remain a challenge for the rupiah (Kompas).
• BI's next scheduled meeting on 17–18 November (Bank Indonesia).
Reusable lesson
A central bank can tighten at the margin without moving its headline rate. Reading only the policy rate would have missed the deposit facility change and the expanded forward incentives. When assessing a decision, check the full corridor and any accompanying operational measures, not just the headline.
Invalidation and risk
BI has acted between scheduled meetings before (Bank Indonesia), so the scheduled calendar does not cap policy risk. A renewed rise in US yields or a stronger dollar could test whether targeted tools are enough.
Glossary
Deposit Facility: The rate BI pays banks on overnight funds placed with it; the floor of the policy corridor.
Lending Facility: The rate at which banks can borrow overnight from BI; the ceiling of the corridor.
DNDF: Bank Indonesia's onshore, rupiah-settled version of a non-deliverable forward.
