Key takeaways

1. Lula won Brazil's runoff with 51.79% of valid votes against 48.21% for Flávio Bolsonaro, a result markets had not been positioned for (TSE data; Reuters).

2. Offshore CME real futures implied about R$5.56 per dollar against R$5.01 at Friday's settlement, a fall of almost 10% for the real (Bloomberg Línea).

3. When the onshore market opened at 12:00 UTC, dollar futures hit their limit and paused; by 13:41 UTC the spot dollar was up 11.02% at R$5.5394, close to the offshore signal (Reuters).

The development

Brazil's electoral court (TSE) completed the presidential runoff count overnight. With all polling stations counted, President Luiz Inácio Lula da Silva won 51.79% of valid votes against 48.21% for Senator Flávio Bolsonaro (TSE data via The Guardian), and the TSE president formally proclaimed the result at about 01:40 UTC (Senado Notícias). Final polls had shown a tie or a narrow lead for Flávio, and market participants told Reuters that investors had positioned for his victory. The dollar had closed on Friday below R$5.00.

Because Brazilian markets were shut, the first reaction came through offshore instruments. On the CME in Chicago, the November real futures contract fell 9.89%, equivalent to about R$5.56 per dollar against R$5.01 at the previous settlement (Bloomberg Línea, citing CME data at about 01:14 UTC). A Tokyo-listed Ibovespa fund fell about 14% and the US-listed EWZ fund about 19% in after-hours trade (Bloomberg Línea; G1).

When onshore trading opened at 12:00 UTC (09:00 in Brasília), local dollar futures hit their daily limit and paused; B3 widened the limit from 6% to 8.4% and then to 12% so the market could find a clearing price. At 13:41 UTC the spot dollar was up 11.02% at R$5.5394 (Reuters), close to the offshore signal. The Ibovespa fell 10% at the 13:00 UTC cash open, triggering a 30-minute halt (B3, via Reuters).

Market transmission

The move is a positioning reversal as much as a judgement on policy. Investors had bought Brazilian assets after the first round on expectations of a more market-friendly government, and the surprise forced many of them to unwind at the same time. Stocks fell, the dollar rose against the real and interest-rate futures (DI contracts) climbed, as analysts quoted by Reuters had expected.

What to monitor next

• The onshore close, and whether the move holds once forced selling is absorbed.

• Further B3 halts: equity trading stops for an hour at a 15% fall, and B3 may set a longer pause at 20% (Reuters).

• Central bank action beyond its scheduled rollover of 75,000 FX swap contracts at 14:30 UTC (Reuters); a broker quoted by Reuters had said a rise of more than 5% could prompt intervention.

• Flávio Bolsonaro's refusal to concede and his plan to seek annulment over a court ruling that extended voting by two hours; analysts told Reuters an annulment is unlikely.

Reusable lesson

When the home market is closed, offshore proxies show direction but can exaggerate magnitude. They trade in small size and often carry a panic premium. Treat the offshore level as a rough guide to the first move, and wait for the onshore futures auction and the first hour of spot trading to see where genuine two-way liquidity sets the price. Here the two were close, but the onshore market needed two limit changes to get there.

Invalidation and risk

Central bank intervention, or credible fiscal commitments from the government, could reverse part of the move. Conversely, a legal challenge that gains traction, or capital outflows that overwhelm intervention, could extend it. Wide spreads and trading halts mean that stop orders may be filled far from their intended levels.

Glossary

Offshore proxy: An instrument traded outside the home market, such as a foreign-listed fund or futures contract, used to estimate prices while local markets are closed.

Circuit breaker: An exchange rule that pauses trading for a set period after a price falls or rises by a defined percentage.

DI futures: Brazilian interbank deposit rate futures, the main local instrument for pricing the future path of interest rates.
