Key takeaways

1. The Federal Reserve announces its decision at 18:00 UTC on Wednesday 28 October, with Chair Warsh's press conference at 18:30 UTC.

2. A Reuters poll found 94 of 100 economists expect rates to stay at 3.75% to 4.00%, so the vote count and the wording matter more than the decision (Newsquawk).

3. When a hold is almost certain, compare the new statement with the previous one line by line and count the dissents before you react to the headline.

The development

The Federal Open Market Committee (FOMC) meets on 27–28 October (Federal Reserve). In September it raised the federal funds target range by a quarter point to 3.75% to 4.00% by a 12–0 vote. The statement was unusually short. It said that "inflation remains elevated" and ended with the sentence "The Committee will deliver price stability" (Federal Reserve).

For this meeting, 94 of 100 economists in a Reuters poll expect a hold, close to the roughly 10% chance of a hike implied by CME futures (Newsquawk). All respondents expect a further rise later. Pimco expects a hold now with a clear tightening bias and a quarter-point hike in December (Newsquawk). In July, Hammack, Logan and Kashkari dissented in favour of a hike, and some analysts think they may dissent again (Newsquawk).

Market transmission

When a decision is fully priced, the dollar reacts to new information about the next meeting. Three channels carry that information. The first is the vote: hawkish dissents suggest the committee is closer to acting. The second is the wording: any phrase about further firming, or a softer description of inflation, changes December pricing. The third is the press conference, which starts 30 minutes after the statement. A change in December odds shows up first in the two-year Treasury yield, and the dollar index usually follows.

What to monitor next

• The vote count at 18:00 UTC, which appears at the top of the statement.

• Changes to the description of inflation and to the closing sentence on price stability, compared with the September text.

• Whether Warsh gives any guidance on December from 18:30 UTC. He has distanced himself from formal forward guidance in the past (Admirals, citing Tiger Brokers).

• US Q3 GDP and September PCE inflation at 12:30 UTC on Thursday. The consensus is 3.0% annualised growth and core PCE at 3.1% year on year (Newsquawk). The Fed decides without these figures.

Reusable lesson

Prepare a short policy decoder before the meeting. Keep the previous statement next to you, note the previous vote and list the words that would signal a change. When the statement is released, tick off three items in order: the decision, the vote and the changed sentences. Only then compare the move in the two-year yield and the dollar. This keeps you from reacting to the first headline, which in a hold reveals little.

Invalidation and risk

A surprise hike, with about a 10% chance implied, would turn a guidance event into a rates shock. In the other direction, a clear signal that December is uncertain would undermine the hawkish-hold case. The PCE data 18 hours later can also reverse the first reaction.

Glossary

Hawkish hold: A decision to leave rates unchanged while signalling that a future hike remains likely.

Dissent: A vote by an FOMC member against the majority decision, recorded in the statement.

Basis point: One hundredth of a percentage point; a quarter-point move equals 25 basis points.
