Turkey Cuts Rates to 36%: Event Risk for a Managed, High-Carry Lira
The CBRT cut its policy rate by 100bp to 36% at 11:00 UTC, as expected. Why framework risk matters more than the day's move for a high-carry lira.

Key takeaways
1. The Central Bank of the Republic of Türkiye cut its one-week repo rate by 100 basis points to 36% at 11:00 UTC on Thursday 22 October, and lowered the overnight lending and borrowing rates to 39% and 34.5% (CBRT).
2. The cut matched the 100 basis-point reduction expected by 19 of 20 economists in an AA Finans survey (BBC News Türkçe).
3. The statement kept its tight-stance and meeting-by-meeting language, so the policy framework did not change on the day (CBRT).
The development
The Central Bank of the Republic of Türkiye (CBRT) announced its Monetary Policy Committee decision at 11:00 UTC on Thursday 22 October. The Committee cut the policy rate, the one-week repo auction rate, by 100 basis points from 37% to 36%. It also lowered the overnight lending rate from 40% to 39% and the overnight borrowing rate from 35.5% to 34.5% (CBRT press release 2026-45). At its previous meeting, on 10 September, it had held the policy rate at 37%.
The Committee said recent inflation figures and leading indicators "confirm the deceleration in the underlying trend of inflation" and that domestic demand remains weak. It added that elevated energy prices due to geopolitical tensions continue to pose an upside risk to the inflation outlook (CBRT).
Annual consumer inflation was 29.73% in September, with prices up 1.84% on the month (TurkStat, via CBRT price developments). Before the decision, 19 of 20 economists in an AA Finans survey had expected a 100 basis-point cut to 36%, while Goldman Sachs and Societe Generale had expected no change (BBC News Türkçe). The size of the cut therefore matched the majority forecast.
Market transmission
The lira is a managed, high-carry currency. Carry is the income from holding a currency with a high interest rate. With the policy rate now at 36% and September inflation at 29.73%, the real policy rate is about 6 percentage points by simple subtraction, down from about 7 before the cut. A positive real rate supports lira deposits and carry positions, and a cut narrows it. Markets usually absorb a cut that is gradual and in line with surveys more easily than a surprise.
The day's price move is often not the main signal. Because the authorities manage the pace of depreciation, the larger risk is a change in the framework. The statement kept the key safeguards: the tight stance "will be maintained until price stability is achieved", steps will be decided "prudently on a meeting-by-meeting basis", and policy will be tightened in case of "a significant and persistent deterioration in the inflation outlook" (CBRT).
What to monitor next
• The summary of the Monetary Policy Committee meeting, due within five working days (CBRT).
• The CBRT's weekly reserves data, listed for 11:30 UTC on economic calendars.
• Whether later statements keep the meeting-by-meeting language or point to a faster easing path.
Reusable lesson
For a managed, high-carry currency, the framework matters more than one decision. Bid-ask spreads on emerging-market pairs often widen around decisions, liquidity outside local hours can be thin, and moves can gap. Read the statement, not just the headline rate, to judge whether the framework has changed.
Invalidation and risk
A cut in line with consensus can still unsettle the lira if inflation data disappoint or energy prices rise further. New guidance pointing to faster easing would test confidence in the disinflation path. Energy prices and regional conflict remain the main external risks.
Glossary
